The Ontario Energy Board (OEB) has extended the current fixed Regulated Price Plan (RPP) price of 8.5 cents per kilowatt hour until February 22, 2021. Until the end of the day on February 22, 2021, all RPP consumers, whether they are on time-of-use (TOU) or tiered pricing, will continue to pay the fixed price of 8.5 cents per kilowatt hour for all the electricity they consume, regardless of the time of day or the total volume consumed.
Background
On December 22, 2020, in accordance with amendments made to O. Reg. 95/05 (Classes of Consumers and Determination of Rates) under the Ontario Energy Board Act, 1998, the OEB set a fixed price of 8.5 cents per kilowatt hour for all three price periods under the TOU price structure (On‐peak, Mid‐peak, and Off‐peak) and for both tiers under the tiered price structure, for the period from January 1 to January 28, 2021.
On January 27, 2021, O. Reg. 95/05 (Classes of Consumers and Determination of Rates) was further amended, requiring the OEB to extend the fixed price of 8.5 cents per kilowatt hour until February 9, 2021.
RPP Prices for January 29 to February 9, 2021
On Feb. 10, 2021 the OEB made this announcement, “The government will continue to hold electricity prices to the off-peak rate of 8.5 cents per kilowatt-hour until February 22, 2021. This lower rate is available 24 hours per day, seven days a week for Time-Of-Use and tiered customers.”
The RPP prices set by the OEB for January 29 to the end of the day on February 22, 2021 are shown in the table below.

When fixed pricing comes to an end, RPP consumers will revert to paying the prices set by the OEB on December 15, 2020.
Electricity distributors and other stakeholders are referred to the December 22, 2020 guidance provided by OEB staff on implementing the fixed price, which remains applicable given that there is no change in RPP pricing at this time.
